stituted under this Section which would not be initiated

under a Section on the lines of the draft olnuse enclosed in my despatch No.576.

I am sending copies of thia No.576 to the Governor of

Hong Kong as provisims similar to Section 12 of the

Deleterious Drugs Ordinance exist in the Hong Kong

Opium Ordinance 1923 and the Hong Kong Arms and

Ammunition Ordinance 199.
